Alison Farringer
Senior Consultant
Alison Farringer is a skilled researcher with over ten years of experience providing a myriad of evaluation, research, and technical assistance services supporting behavioral health and corrections-related projects and initiatives at the local, state, and federal levels. As an applied and mixed-methods researcher with a humanities background, Alison is passionate about supporting program and policy development through the evaluation of implementation processes, fidelity, and outcomes within behavioral health and corrections. She is also passionate about communicating accessibly and working collaboratively to bridge divisions between research and practice. At RDA, Alison supports a variety of community health and justice projects including the Contra Costa Assisted Outpatient Treatment (AOT) program evaluation, the Santa Clara County Prop 47 program evaluation, and the Merced County Restart program evaluation. Prior to joining RDA, Alison worked in the areas of criminal justice, corrections, behavioral health, forensic psychology, and pediatric health. She has previously worked as a researcher, practitioner, and evaluator in a variety of clinical and correctional contexts, including court-ordered residential and outpatient drug treatment programs and halfway houses, as well as children’s and forensic psychiatric hospitals.

Amalia Egri Freedman
CEO
Over the past 12 years, Amalia has provided strategic direction to RDA and to every area of our work with clients. She brings three decades of experience in organizational development and management as an executive, a consultant, and a legislative aide, with a focus on supporting multi-functional teams to work effectively in complex systems. She is passionate about the role of public and social sector systems in promoting equity and creating opportunities for individuals and communities to thrive. She is equally passionate about guiding and scaling RDA Consulting, addressing the challenges of today’s world to build a sustainable business and an inclusive and engaging culture.
A skilled facilitator, Amalia’s approach is rooted in working to understand both organizational and stakeholder objectives and creating a space where participants can join to align their various needs into common objectives. Prior to joining RDA, she managed software initiatives to serve government clients; led an emerging practice delivering community engagement programs for Booz Allen Hamilton; and served as a legislative aide in Alameda County. Amalia currently serves on the School Site Council at Commodore Sloat Elementary in San Francisco and is a member of the Technology of Participation Facilitators Network.

Amanuel Gebre is a strategic developer with seven years of professional experience in community development, planning and facilitation. He is dedicated to leveraging strategic planning to catalyze locally led efforts and collaborates effectively with stakeholders ranging from local government officials to grassroots activists and entrepreneurs. Amanuel’s career is marked by a commitment to service, focusing on areas such as food justice, transportation justice, and workforce development. At RDA, Amanuel provides support to a variety of projects as an evaluator, planner, and facilitator. Prior to joining RDA, he co-designed impactful initiatives in under-resourced communities across the Bay Area, including the Tenderloin, Bayview Hunters Point, East Oakland, and parts of Marin County.

Carrie Coen
Director of Justice Services
Carrie Coen is an evidence-based practices expert with over 20 years of experience focused on both juvenile and adult correctional systems and over 10 years of management experience. She is a seasoned evaluator who focuses on helping agencies implement evidence-based practices in real-world settings. With a background in managing all sizes of mixed-methods evaluations, she has expertise in research methods and design, as well as quantitative and qualitative data collection and analysis. At RDA, Carrie is the Director of Justice Services, contributing her expertise to a variety of justice projects. Carrie has trained thousands of corrections professionals across the United States and internationally and presents to practitioners and in academic settings. Some of her publications can be found in Criminal Justice and Behavior, Corrections: Policy, Practice, and Research, Criminology and Public Policy, and Justice Quarterly.

Courtney Chapple
Consulting Manager
Courtney Chapple is a dedicated public health leader, strategist, and community health planner with over 13 years of experience supporting both state and local health departments. Her experience includes department administration, accreditation coordination, contract management, and serving in roles inclusive of Deputy Health Officer, Emergency Preparedness Coordinator and Public Information Officer for a county public health department and as Pandemic Response Director for a state health department with the CDC Foundation during the COVID-19 pandemic. Courtney is passionate about supporting local and state public health systems and infrastructure to build resilient, equitable, and healthy communities. Dina de Veer
Director of Health & Human Services
Dina de Veer is a seasoned researcher and consultant with over 16 years of professional experience in research, analysis, and program evaluation, including 11 years in management consulting. She is passionate about supporting people-driven and cross-sector approaches to strategic learning, evaluation, and planning. Guided by core values of inclusion and connection, Dina’s approach to consulting is deeply informed by years of partnership with government, nonprofit, philanthropic, and community stakeholders, media-makers, researchers, and strategists dedicated to systems change. As Director of Health and Human Services, Dina oversees RDA’s portfolio of community health and human services projects. Prior to RDA, she managed and co-led consulting engagements with nonprofits, foundations, and local government as a Senior Associate at Informing Change. She has also worked as an in-house research and evaluation manager for Active Voice, a nonprofit that used story (namely documentary film) to support community-based, cross-sector, efforts to advance social change. Additionally, Dina has served as a field researcher and analyst on multi-year random assignment studies funded by the US Department of Education.

Fabián Rivera Reyes
Senior Consultant
Fabián Rivera Reyes is a data expert with two years of professional experience working for the Federal Reserve Bank of San Francisco performing analysis on economic projects that involved large datasets He specializes in communicating clear trends in data, designing research to measure meaningful impacts, and presenting results in a visual and transparent way. As a quantitative researcher, Fabian is passionate about causal inference and development economics, and his skills include analyzing GIS mapping data and performing comprehensive economic impact analysis. Jamon Franklin has over 16 years of professional experience and is a skilled researcher and critical thinker with a focus on health equity and social justice. Dr. Jennifer Lux is a social scientist with nearly 14 years of academic and applied research experience focusing on criminal justice. Jennifer is passionate about finding ways to bridge the divide between research, policy, and practice. She is adept at program and policy design and evaluation, planning, and conducting qualitative and quantitative research, and statistical analysis. She is an accomplished writer, speaker, and certified assessor and trainer in evidence-based correctional programs. At RDA, she contributes her expertise to a variety of projects across the Justice Practice. Prior to joining RDA, Jennifer worked on large and medium-scale federally-funded research studies with Texas Christian University and University of Cincinnati. Jennifer holds a PhD in Criminal Justice from the University of Cincinnati.

John Cervetto
Chief Operating Officer
John Cervetto brings more than ten years of professional experience working in local government, nonprofit, and community-based settings, with a focus on systems change through collaboration and innovation. As a Director at RDA, John manages a multifaceted consulting team and portfolio of projects focused on human services, workforce development, adult education, and economic development. He specializes in coordinating stakeholders across systems for more effective service delivery, and excels in qualitative research, interviewing and group facilitation, program evaluations, and financial analysis and planning. John is a member of RDA’s Executive Team, contributing to organizational strategy, sustainability, and employee development. Prior to RDA, John worked in the child welfare and community healthcare systems including developing quality assurance processes for federally qualified health clinics and as a direct service provider at residential treatment facilities for emotionally disturbed children. Additionally, John is also a Returned Peace Corps Volunteer serving in the Kyrgyz Republic from 2007-2009 as a health promotion consultant to rural healthcare workers.

Julia Owens
Consultant
Julia Owens is a seasoned professional with ten years of experience that includes significant roles in emergency medical services, psychiatric emergency services, crisis counseling, forensic assertive community treatment, and legal advocacy for adults with severe mental illness and justice system involvement. Julia is passionate about enhancing mental health outcomes for first responders, underserved adults, and formerly incarcerated individuals. At RDA, she supports a variety of planning, evaluation, and research projects across the community health, human services, and justice sectors. Prior to joining RDA Consulting, Julia conducted research on violence reduction at Napa State Psychiatric Hospital. Additionally, Julia has extensive experience developing and delivering accessible and skill-focused behavioral health and crisis de-escalation training specifically designed for frontline workers and first responders. Julia’s experience providing support in high-need communities, along with her graduate training in Clinical Psychology, provides a unique perspective on community-based mental health care and public health policy. Julia is dedicated to community service and currently serves on the Bay Area Rapid Transit Security Advisory Committee, and previously served on the Mobile Assistance Community Responders of Oakland (MACRO) Advisory Board.

Mark Haberman
Finance Analyst
Mark Haberman enjoys opportunities to solve complex problems with creative solutions. As RDA’s Finance Analyst, he coordinates financial activities and processes, handles payroll, and ensures fiscal compliance and sustainability. Mark began his career at RDA in 2011 as an Executive Assistant and then became the Operations Manager in 2014. Over the years, he has taken on a variety of different assignments including data collection, supporting the company’s hiring processes, submitting proposals, and most recently, being responsible for the firm’s finances. Prior to RDA, Mark worked in sales and marketing for the Merrimack Group, Human Resources consulting for HR Solutions, and was a field manager for the successful Re-Elect Joan Buchanan campaign of 2010.

Patricia Marrone Bennett
President Emeritus and Chair, Trust Stewardship Committee
As an advisor to RDA in her role as President Emeritus and Chair of RDA’s Trust Stewardship Committee, Dr. Patricia Marrone Bennett brings more than 35 years of experience leading and consulting with nonprofit and public organizations. She believes that government, when partnered with consumers and community-based organizations, can solve complex societal problems and improve the quality of life of individuals, families, and the communities in which they live.
As RDA’s President and CEO, Patricia championed the use of evidence-based practices and data-driven planning and decision making to understand, evaluate, and improve systems that serve vulnerable populations — a value that remains with RDA to this day. Throughout her tenure at RDA, Patricia supported several innovative efforts across a wide range of human service domains, including projects centered on organizational development, strategic planning, research, and evaluation. Patricia launched numerous efforts to improve systems and practices in government and nonprofit organizations including utilizing and sharing data, leadership development, organizational change management, revenue enhancement, and consumer-driven planning processes. Stemming from her days as a lobbyist for the Quaker-sponsored Friends Committee on Legislation, Patricia maintains a passion for justice reform, behavioral health issues, and supports for foster care youth. She led an effort that established the first program of its kind for incarcerated pregnant teens and their infant children. She also served as the Executive Director of several nonprofit organizations that provided behavioral health, case management, and homeless services. Patricia is a Gallup-Certified Strengths Coach and is a past President of Mental Health America of California.

Paulina Hatfield
Consultant
Paulina Hatfield has three years of professional experience and is a skilled quantitative researcher and cross-systems strategic planner with a focus on data analysis, program planning, and evaluation in public health. Paulina is passionate about communicating data and information both effectively and equitably to make data-informed decisions. At RDA, she supports a variety of planning, evaluation, and research projects across the community health and human services sectors. Her prior experience includes working with a research team based in Argentina where she assisted in the creation of literature reviews and project proposals aimed to reduce global maternal and infant mortality, and volunteer service as a Program Director for a nonprofit partnering with underserved communities to make measurable and sustainable improvements in their health and well-being.

Penelope Fergison
Senior Consultant
Penelope Fergison is a data expert with over two years of professional experience in the public and non-profits sectors specializing in translating data into clear findings and recommendations that deliver innovative and meaningful results. As a mixed-methods researcher with a humanities background, Penelope is passionate about blending spatial data with quantitative and qualitative data to communicate difficult concepts effectively through storytelling. As a master’s student, she used these principles to construct a social vulnerability index for the Los Angeles Mayor’s Office, incorporating spatial statistics to identify where the city’s most digitally vulnerable residents live and direct future digital policy. At RDA, she supports a variety of criminal justice projects as a lead quantitative analyst. Prior to joining RDA, Penelope worked for the Los Angeles County Department of Workforce Development, Aging, and Community Services, where she managed and analyzed all program data for LA County’s nationally recognized worker safety intervention, PPE Unite.

Sarah Ferrell brings to RDA prior experience from the education sector, non-profit social services, national and state public health insurance, and community organizing. Sarah enjoys facilitating groups, bringing together passionate and opinionated people who collaborate to solve complex problems together. Sarah is passionate about amplifying people’s stories to inform organizational strategy and action. She is a strategic and tactical thinker with a critical eye for how intersecting service systems implicate our most vulnerable community members. Stephanie Duriez
Consulting Manager
Stephanie Duriez is a skilled researcher with nine years of experience specializing in improving the effectiveness of the criminal justice system at the local and state level. She is also an experienced and dynamic presenter with extensive experience in training practitioners, conducting working group sessions, and testifying to executive and legislative bodies. Stephanie is particularly skilled in mixed-methods research; forging community partnerships; and advocating for administrative and legislative policy change to improve outcomes for communities and individuals, reduce costs for local and state governments, and elevate cross-sector service delivery. At RDA, Stephanie leads and supports a variety of criminal justice projects. Prior to RDA, she provided expert technical assistance focusing on high-level policy and data analysis to identify policy recommendations and provide implementation assistance to multiple states through the Council of State Governments Justice Center. She also previously served as Project Manager for the University of Cincinnati Corrections Institute’s Evidence-Based Correctional Program Checklist Project.

Suzanne Winters is a dedicated and detail-oriented computing professional with over 22 years of experience providing technical and business support for in-house teams, clients, and end users, including communications liaison; specifications and technical/user documentation; training; quality assurance; IT server and software management; and operational/administrative support. Vanessa Guerrero
Senior Consultant
Vanessa Guerrero is a skilled public health researcher and analyst who is passionate about using her research to enhance the quality of life among populations disproportionately affected by the social determinants of health. At RDA, Vanessa brings her expertise as an evaluator and analyst to a variety of projects in the Community Health and Human Services practices. Prior to joining RDA, she was a Research Analyst with the Los Angeles County Department of Public Health’s Nutrition and Physical Activity program researching and evaluating several aspects of the federally funded Supplemental Nutrition Assistance Program Education (SNAP-Ed) and CalFresh Healthy Living program. This work included the implementation of policy, systems, and environmental change strategies for produce distribution, food insecurity screenings, and referrals within Los Angeles County.
