California’s Behavioral Health Services Act (Prop 1 – BHSA) is one of the most significant shifts in our state’s behavioral health system in years
September 14, 2026
California’s Behavioral Health Services Act (Prop 1 – BHSA) is one of the most significant shifts in our state’s behavioral health system in years — and full implementation is required by July 1, 2026.
The intent is clear: better serve people with the most significant needs, and strengthen housing, treatment, and accountability. But at the local level, change of this scale is hard.
In our work supporting county behavioral health departments with BHSA planning, we’re seeing the real tensions:
Funding structures that don’t align with community expectations
Pressure to reshape services and bring new partners to the table
Workforce constraints that don’t shift overnight
Difficult decisions about longstanding programs people depend on
All at once, on a tight timeline.
Both things can be true. BHSA holds real promise — and getting there requires honest community engagement, thoughtful planning, and strong local partnerships rooted in trust.
Navigating BHSA well requires grounding in local realities while aligning with state-wide goals.
What are you seeing on the ground in your county or region?
